Trish Leonard – President
Trish Leonard is the Senior Vice President of Operations for Housing Management Resources. In the role of SVP, she is responsible for overseeing the daily operations of property management and the overall sustainable growth of Housing Management Resources. Ms. Leonard joined HMR in January 2008, bringing 30 years of property management experience in multifamily housing.
Trish was the Regional Director of Property Management and Broker of Record for The Community Builders, a large non-profit affordable housing developer, for 16 years. As a result-oriented professional, Trish has implemented systems to track and respond quickly and consistently to property needs across a diverse geographic area. She is a member of IREM and NEAHMA holds a C15P Tax Credit Specialist status from Spectrum, and Nan McKay PHM Public Housing specialist certification.
Richard C. Pierce – Founder and President Emeritus
Richard C. Pierce is the President Emeritus and Founder of Housing Management Resources, Inc., a
nationwide property management company specializing in affordable housing. Prior to this, he served as Senior Asset Manager and Counsel to Silver Street Development Corporation, a leading nationwide developer of Low Income Housing Tax Credit properties. Mr. Pierce brings more than 30 years’ experience in property development, management, financing and permitting.
Mr. Pierce fosters and maintains relationships with the properties’ owners, investors, lenders and regulators. He is responsible for new business development and dispositions.
Mr. Pierce serves on the Board of the Institute for Responsible Housing Preservation; the Board of the National Leased Housing Association and is a member of the National Housing and Rehabilitation Association.
Mr. Pierce is President of Sage Housing, Inc., a non-profit corporation whose mission is to develop and promote resident relationships in order to foster individual and family growth and sustain healthy communities.
Mr. Pierce serves on the Board of Acadia Housing, Inc., a non-profit provider of affordable housing with funding provided by the Rural Development Program.
Mr. Pierce is an attorney and has formerly served within the federal, state and local governments.
George Bragg – Chief Financial Officer
George Bragg is the CFO of Housing Management Resources, Inc, and he oversaw the financial operations during HMR’s expansion to its present status. He came to HMR after years of work in public accounting for corporations, non-profit agencies, and governmental entities. Mr. Bragg is an expert in financial operations and reporting related to numerous programs under the United States Department of Housing and Urban Development and the Low Income Housing Tax Credit program under its numerous associated state agencies.
Mr. Bragg is a Certified Public Accountant and a member of the American Institute of Certified Public Accounts, the New Hampshire Society of Certified Public Accountants, and the Affordable Housing Association of Certified Public Accountants. Mr. Bragg served as an Officer in the United States Army, including service in the Persian Gulf. He is past Treasurer of Sexual Assault Support Services of Portsmouth, NH.
Nancy Reno – Vice President, Marketing & Training
Nancy Reno has been in the affordable housing industry for over 20 years. As VP of Marketing and Training for Housing Management Resources, she is responsible for the lease- up of properties as well as maintaining competitive occupancy rates throughout the company. She has developed and implemented a comprehensive employee training program.
Prior to joining HMR in 2009, Nancy was the Vice President and Senior Partner of East Coast Ventures, Inc. a women owned business enterprise in Glastonbury CT. Nancy has an intricate knowledge of new construction design, and her background includes developing capital needs analysis and multi-site acquisitions. She has provided owners and managers with effective long- term reserve planning strategies and capital budget implementation. Nancy also specializes in developing long-term maintenance programs to extend the useful life of any investment.
She has accredited certifications in both Tax Credit compliance and HUD housing administration. Nancy has been a long standing member of the IREM and earned her Certificate of Property Management (CPM) designation in 2007. She has been an active member of the Condominium Association Institute since 1993 and New England Affordable Housing Management Association (NEAHMA) since 1996. She also holds her C14P certification from Spectrum and the Certificate of Occupancy Specialist and COS-Public Housing from NCHM.
Elaine Vega – Vice President of Compliance
As Vice President of Compliance for Housing Management Resources, Elaine Vega is responsible for overseeing regulatory and operational compliance for over 7,000 units spanning 11 states.
Ms. Vega was the Director of Compliance for The Community Builders from 2002 until 2009, overseeing compliance with the Tax Credit program, HUD, HOPE VI, State Regulations and corporate policies for a diverse portfolio. She is trained as a mediator and in 1989 created the Northampton District Courts’ Landlord/Tenant Mediation Program. Ms Vega earned a J.D. from Golden Gate University School of Law and was admitted to the State Bar of California in 1984. She serves as a board member of the Holyoke Community Land Trust.
Enid Berrios – Regional Vice President
Enid Berrios is the Regional Vice President for Housing Management Resources, Inc., managing over 3500 affordable housing units spanning eight states and supervising over 150 staff members. She has been a property management professional for almost 20 years. She is proficient in operations, staff development, marketing and leasing, program compliance, maintenance management and asset management with a special emphasis on turning around troubled properties and making them profitable. She has worked extensively with all HUD, LIHTC, HOME and Rural Development programs. Enid worked as a Senior Compliance Analyst for Spectrum Enterprises for several years and in this capacity she performed monitoring reviews for LIHTC and HOME properties. Her fluency in both English and Spanish languages as well as her knowledge and understanding of Latino cultures contributes to Enid’s effectiveness in this field.
Wanda Rubin – Regional Vice President
Wanda Rubin, Regional Vice President, has been a property management professional for over 17 years. She joined Housing management Resources in 2001 and is responsible for over 3600 units of affordable and Market rate housing . She is dedicated to meeting the financial needs of the owner, while providing a consistent level of professional customer service to a diverse residential population. She holds designations of ARM, C3P and COS, and is a certified Property Manager (CPM) candidate. She is proficient in maintenance management, marketing, leasing, program compliance, property operations, development team support and asset management with a special emphasis on turning around troubled properties and making them profitable.
